Funds for Women’s Rights 2018-2020 – Norad of Norway

Norad’s Civil Society Department hereby announces a call for proposals for efforts supporting two Grant Scheme Allocations. It will be possible to address the application to one or both of these allocations.

The application process will consist of two parts:

• In the first round, applicants are invited to submit a concept paper. The deadline for the first round will be October 15.
• Based on the Concept Paper, selected candidates will be invited to submit a full project proposal. The deadline will be December 15.

The 2 Grant Scheme Allocations are the following:

Grant Scheme Allocation Number 1: Funds for Efforts Supporting the Follow-Up of UN SC Res 1325 – Women, Peace & Security

The implementation and follow-up of SCR 1325 – Women, Peace and Security and subsequent resolutions on women, peace and security is a priority for the Norwegian government, reflected in the National Action Plan on Women, Peace and Security (2015-2018). Support to civil society organizations that promote women’s participation and gender equality in peace and security is a part of this overall effort.

During the period 2018-2020, Norad intends to support national and international civil society organizations in their efforts to strengthen women’s effective influence in peace processes and post-conflict contexts.

The thematic areas and goals noted below are included in the Norwegian Action Plan. Applications must be relevant for one or both of these goals, and applicants must thus note which goal (s) the application is directed towards and how they plan to contribute to them.

1.Peace processes and peace negotiations

Objective: Peace processes and peace negotiations in which Norway is engaged involve the participation of both women and men, and peace agreements address the rights, needs and priorities of both women and men.

This includes:

• Efforts supporting the increased participation, competence and influence of women in peace processes and peace negotiations.
• Efforts supporting the inclusion of a gender perspective in peace negotiations and peace agreements.

2. Post-conflict support

Objective: Post-conflict processes in which Norway is involved increase women’s political participation and influence.

This includes:

• Efforts supporting the effective participation of women in decision-making processes at local and national levels in post conflict contexts and political transitions.
• Efforts to strengthen women’s empowerment and independence in post-conflict and protracted/ recurrent crisis situations.
• Efforts to mainstream a gender perspective and strengthen women and girls’ rights in all Norway’s efforts to promote security sector reform and transitional justice in post-conflict countries.
• Efforts addressing conflict related gender-based violence, including measures against impunity.

Geographic scopeOpenClose

Priority will be provided to projects implemented in or with effect for the countries included in the list over countries Norway cooperates with or supports in development cooperation for 2017 (in line with the Norwegian budget white paper 2016-2017, the list is in Norwegian only).

Projects directed towards one or more of the following geographical areas will be prioritized:

• Colombia
• South Sudan
• Afghanistan
• Myanmar
• Nigeria
• Middle East and North Africa (with special emphasis on Syria and Palestine) will be prioritized as a regional focus area.

In addition, selected fragile states (e.g. Mali) and countries where Norway has active peace engagement (Philippines) will be given priority.

Grant Scheme Allocation Number 2: Women’s Rights and Gender Equality (Women’s Economic Participation and Empowerment and Women’s Political Participation and Empowerment)

The Sustainable Development Goals put gender equality at the heart of the international agenda. The cornerstone of Norwegian development cooperation is the promotion and respect of fundamental human rights.

Last year the Norwegian Government launched a new Action Plan for Women’s Rights and Gender Equality in Foreign Development Policy 2016-2020. The plan has five priority themes, but this call for applications is limited to “women’s economic participation and empowerment” and “women’s political participation and empowerment”.

The application e-mail should be marked “Grant Scheme Women’s Rights and Gender Equality 2017, ref. 168.70” and/or or “Women, Peace and Security (UNSCR 1325)”.

Absolute deadline: 15 October 2017.

Please note:

• Applications received after the deadline will not be considered.
• Moreover, applications not adhering to the minimum requirements will not be considered.
• Due to capacity constraints Norad will not provide the applicant with an explanation if the applicant is not invited to submit a full project proposal.
