Egypt – Exploiting Women During Elections: Vote-Buying & Voting Process Irregularities

Cairo – 22 November 2015 – After the first day of the second stage of Egypt’s Parliamentary elections 2015, ECWR observed that women were very exploited through buying their votes with money from 50 to 200 Egyptian Pounds, based upon the place. Moreover, women were influenced to vote for certain candidates, as well as administrative errors as wrong polling stations and numbers for female voters which hindered the voting process.

In the framework of the Egyptian Center for Women’s Rights (ECWR) Operation room, ECWR field observers monitored the following:

Vote-buying

• In Cairo governorate,

1. Dar El Salam Constituency, Abdel Nasser Secondary School and Dar El Salam Preparatory School for girls, there was vote buying for a certain candidate for 200 Egyptian pounds.
2. In SayedaZeinab Constituency, El Saniya Secondary School for girls and El Baheya El Borhaniya, there is vote buying for women for 50 EGP while in front of Qala’tKabish school in the same constituency, there is vote buying for 100 EGP.

• In Bulac Abu El’Ila, one of the female candidates’ representatives was hit by the supporters of another candidate when he attempted to take a picture of them bribing voters.

1. In Basateen Constituency, Othman Ibn Affan School and El Basateen Mixed School, there was vote buying for 50 EGP.

Influencing voters

• In Cairo governorate, Waily Constituency, Sakakini School, one of the female candidates affirmed that there was an attempt to urge voting for a certain candidate but the police officer curbed such attempts.

Continuation of Electoral Campaigning

• In Qalioubiya governorate, Shubra El KheimaTaniConstituency,Bahaitem Secondary School for girls, one of the female candidates affirmed that continuation of electoral campaigning for a certain candidate.
• In Gharbiya governorate, Bander Constituency, electoral campaigning for a certain candidate continued.

Administrative errors

• In Qalioubiya governorate, Shubra El KheimaThaniConstituency, a number of female voters headed to the polling station to discover they were given incorrect information taken from the High Elections Committee (HEC) website which led those women to not vote.
• This also was repeated in Cairo governorate’s El Basateen constituency in which one of the female candidates asserted that a lot of female voters came to El Shaimaa Secondary School for girls to vote as informed from the HEC website, yet it turned out to be the incorrect polling station.
• Also in El Basateen Constituency, Ameen El Raei Secondary School, the judge refused that the all Candidates’ representatives will be in the station at once. The judge informed them that only one at a time using the excuse in order for the station not to be crowded.
• In Qalioubiyagovernorate,Qaha School, polling station number 168, an employee gave wrong instruction for the female voters on the number of candidates and lists to vote for.
• In Suez governorate, Suez constituency, Experiential Rasmiya Language School, polling station number 154, one of the female candidates confirmed that she found the boxes of the subcommittees open so she filed a complaint.

البيان الثاني – اليوم الأول

استغلال النساء بالحشد وشراء الاصوات والتوجيه

سيد الموقف في النصف الثاني لليوم الاول من المرحلة الثانية

في نهاية اليوم الاول للمرحلة الثانية لانتخابات برلمان 2015 تم استغلال النساء بشكل كبير من خلال شراء اصواتهن ما بين 50 جنيه الي 200 جنيه في اماكن اخري، وتوجيه النساء للتصويت لصالح مرشحين بعينهم، فضلا عن العديد من الاخطاء الادارية التي ظهرت مثل وضع عنوانين مدارس خاطئة علي موقع اللجنة العليا بالاضافة الي  ارقام ناخبات ولجانهم خطأ الامر الذي ادي الي احباط العديد من الناخبات وعدم تمكنهن من الادلاء بالتصويت.

وجاء ذلك من خلال غرفة عمليات المركز المصري لحقوق المرأة والتي رصد المتابعين الميدانين عدة اخطاء منها :

شراء اصوات

• دائرة دار السلام الانتخابية، مدارس جمال عبد الناصر الثانوية ومدرسة دار السلام الاعدادية بنات محافظة القاهرة هناك شراء اصوات للناخبات لصالح احد المرشحين مقابل 200 جنيه للصوت.
• دائرة السيدة زينب مدرسة السنية الثانوية بنات ومدرسة البهية البرهانية محافظة القاهرة يوجد  شراء اصوات للناخبات مقابل 50 جنيه للصوت، وشراء الاصوات امام مدرسة قلعة الكبش مقابل 100 جنيه للصوت لصالح احد المرشحين.
• دائرة بولاق ابو العلا محافظة القاهرة تم الاعتداء بالضرب على مندوب احدي المرشحات من قبل انصار احد المرشحين  عندما حاول تصويرهم  وهم يوزعون رشوة الانتخابية.
• دائرة البساتين  بمدرسه عثمان بن عفان ومدرسه البساتين المشتركه محافظة القاهرة هناك شراء اصوات مقابل 50 جنيه لصالح  احد المرشحين .

توجيه ناخبات

• دائرة الوايلى ، مدرسة السكاكينى، محافظة القاهرة اكدت احدي المرشحات ان هناك توجيه للناخبات لصالح مرشح معين، وقام المأمور بطرد من يقوم بالتوجيه.

استمرار الدعاية الانتخابية

-دائرة شبرا الخيمة ثاني، مدرسة بهتيم الثانوية بنات، محافظة القليوبية اكدت احدي المرشحات استمرار الدعاية الانتخابية  لصالح  احدي المرشحين .

– دائره بندر المحله بمدرسه المسلم محافظة الغربية استمرار توزيع الدعايه الانتخابيه لصالح احد المرشحين.

أخطاء ادارية

• مدرسة الشيماء التجريبية شبرا الخيمة ثان بمحافظة القليوبية توجهت العديد من الناخبات امام المدرسة ومعهن ارقام اللجنة الانتخابية الخاصة بهن وتم اكتشاف خطأ في البيانات المأخوذة عن موقع اللجنة العليا للانتخابات مما ادي الي عدم ادلاء السيدات باصواتهن في الانتخابات.
• وهو الامر الذي تكرر في دائرة البساتين محافظة القاهرة حيث اكدت احدي المرشحات ان العديد من الناخبات جاءت يعنوان مدرسة الشيماء الثانوية بنات  من علي موقع اللجنة العليا  وكان خطأ الامر الذي ترتب عليه احباط العديد من الناخبات وعدم الادلاء باصواتهن
• دائرة البساتين مدرسة أمين الراعى الثانوية  محافظة القاهرة رفض القاضي تواجد  مندوبى المرشحين جميعهم داخل اللجنة فى وقت واحد وابلغهم ان التواجد لمندوب واحد فقط والباقى بالتناوب بحجة عدم ازدحام اللجنة.
• دائرة قها الانتخابية، مدرسة قها، اللجنة 168 محافظة القليوبية موظفة تدلى بارشادات خاطئة للناخبات عن كيفية التصويت من حيث عدد المرشحين المراد التصويت لهم (فردى وقائمة) .
• دائره السويس  بالمدرسه التجريبية الرسميه للغات لجنه 154 اكدت احدي المرشحات تواجد
