The International Security Sector Advisory Team (ISSAT) is looking for SSR
experts to join its high profile expert roster.

The International Security System Advisory Team (ISSAT) is a multi-donor
initiative, developed at the Geneva Centre for the Democratic Control of the
Armed Forces (DCAF). The aim of the ISSAT is to create a capacity that brings
together policy and operational SSR expertise, from the developmental,
security, defence and diplomatic domains, in order to provide the international
community with comprehensive support both on the technical and the process
aspects of SSR. In line with international norms and standards, the ISSAT will
promote local ownership and capacity building as the only way to ensure
sustainable and legitimate SSR.

The team’s method is to work in partnership with governments utilising the
principles underpinning successful SSR interventions, based on international
norms and standards as set out in the UN Secretary Generals report on SSR and
in tools such as the OECD DAC Handbook on Security System Reform (OECD 2007).

The ISSAT provides 5 main services:

1) Undertaking and coordinating SSR Assessments;
2) Provision of guidance on programme design;
3) Monitoring and evaluation of SSR programmes;
4) Training and Capacity Development,
5) Other support services; such as developing a roster of experts, country
monitoring, sharing lessons learned.

To join the expert roster applicants should have an extensive knowledge of
security system reform and governance. Field level experience (either bilateral
or UN, AU, EU or other multilateral) is important, as is experience of advising
on, leading, or implementing security and justice reform programmes.

Experience in one or more of the above service areas is essential. Familiarity
with the UN approach to SSR and the OECD DAC Handbook on Security System Reform
(OECD 2007) is highly desirable; as is previous experience of capacity building
and/or training.

Candidates should also have excellent communication skills in English or French,
with a working knowledge of the other. Knowledge of other languages is also an
asset. Other skills required include :

work independently.

Sensitivity and respect for cultural and
institutional differences. Able to work under pressure with tight deadlines.

Confident in interactions with senior
policymakers/ministers.

Demonstrated planning and organisational
abilities. Good judgment, tact, influencing and negotiation skills Excellent
presentation, research and writing skills.

·        
Computer literacy (Word, Excel, PowerPoint etc)
and solid drafting skills, ability to analyse complex problems in a concise
fashion.

Candidates are asked to send the following as part of their application:

o Example of a report written by the candidate (should be SSR related).
o One page description of experiences in similar types of mission.

Candidates will have to take part in an orientation on the ISSAT in Geneva
before joining the Expert Roster. If you are accepted onto the roster a
draw-down contract would be provided for a specified number of days per year.
