Trafficking-La Strada Moldova-Identification of Trafficked Persons

Please find attached cover page of the second issue of “La Strada Express” – a thematic publication of the International Center “La Strada” Moldova, dedicated to problem of identification of trafficked persons. We hope you wil visit our website to read more about the publication and the work of La Strada Moldova. http://www.lastrada.md/ This edition is based on the recent research conducted by the International Center “La Strada” Moldova which was launched given a series of important gaps found related to this issue namely:
· lack of a clear concept which would define the objectives and
operational regime of identification, persons/organizations responsible and their tasks, criteria and indicators for the identification of a trafficked persons;
· lack of a system of indicators for the identification of trafficked
person;
· no recommendations for the identification of a trafficked person
for countries of origin;
· lack of recommendations of the identification of a trafficked
person targeted to NGOs.
Thus, the edition suggests a new system approach to the problem of identification of trafficked persons. Globally, we believe that all indicators, based on which it is possible to identify a trafficked person, can be conventionally divided into two groups:
· direct indicators of trafficking in human beings, which correspond
to the elements of the trafficking in human beings definition (criminal actions, means and purposes of exploitation);
· indirect indicators of trafficking in human beings, which are based
on practical data and social researches of real cases of trafficking (overall average social and psychological profile of a trafficked person, place and environment, which surrounded the presumed victim, etc.).

We hope that this publication will provide the basis for discussions among specialists, as well as will somehow contribute both to the conceptualization of the notion of identification of trafficked persons, as well as to the elimination of gaps in the practical activity related to identification of trafficked persons.
